About CLEAR
CLEAR is an NIH/NIDA-funded consortium based at Weill Cornell Medicine, the University of Miami Miller School of Medicine, and the University of Washington School of Public Health. As the dedicated Economic Research Resource Center of JCOIN 2.0, CLEARโs overarching mission is to provide tools, evidence, and support to help identify care models that are both effective and sustainable.
Activities will include:
- Supporting JCOIN 2.0 investigators by providing guidance on identifying economic research questions, selecting measures, and designing, implementing, analyzing, and translating economic data.
- Conducting novel research to inform the resource allocation decisions of policymakers and other stakeholders across the criminal-legal system to maximize their impact on the overdose crisis.
- Developing tools and resources to assist decision-makers with evaluating the budget impact of alternative care strategies, and designing payment systems that support sustainability.
- Providing on-demand guidance and technical assistance for economic evaluations via the CLEAR Consultation Service.
- Producing easily accessible educational resources on economic data collection, analysis, and considerations specific to criminal-legal settings.

Health Economic Analytic Team 2.0 (HEAT 2.0)
The Health Economic Analytic Team 2.0 (HEAT 2.0) is a learning collaborative consisting of lead economic investigators across the JCOIN network. Members meet regularly to share updates, seek advice, and identify opportunities for collaboration. The HEAT 2.0 will also offer capacity-building resources, including webinars on economic measures, data collection instruments, and methods specific to criminal-legal settings.
CLEAR Consultation Service
Through our Consultation Service, CLEAR provides expert guidance and technical assistance for economic evaluations in criminal-legal settings. Following an introductory call to discuss project goals, consultees are matched to a relevant expert for ongoing support. The CLEAR team will check-in with both parties periodically to monitor progress, and will conduct a brief service evaluation upon completion.

CLEAR Microcosting Toolkit
To conduct a comprehensive microcosting analysis, CLEAR recommends the use of the instruments in our microcosting toolkit. We encourage interested investigators to submit a request via our Consultation Service to provide guidance on the use of this toolkit for your study.
